
The U.S. Department of Justice (DOJ) has concluded its investigation into EPIC City, a Muslim-centric development project proposed in Collin County, Texas. The investigation, which was opened in May, has now been closed, as confirmed in a letter from Assistant Attorney General Harmeet Dhillon to Community Capital Partners (CCP), the development group involved in the projects.

Investigation Closure Announcement

The DOJ’s letter, dated June 13, 2025, stated that based on information gathered, it appears the development group has purchased a 402-acre tract of land in Collin and Hunt Counties but has not yet begun the permitting process for the proposed residential project. The letter also confirmed that the CCP affirmed its commitment to making future development inclusive of all individuals. The letter highlighted the group’s intent to revise marketing materials to ensure compliance with the Fair Housing Act, prompting the closure of the investigation at this time.

Praise from CAIR

The Council on American-Islamic Relations (CAIR) welcomed the closure of the investigation. In a statement, CAIR National Executive Director Nihad Awad praised the DOJ’s decision, calling it a victory for fairness and equality. “We hope the DOJ’s actions send a clear message to the governor and other officials in Texas that they should similarly drop their Islamophobic witch hunt targeting Muslims in that state,” Awad said.

Background on EPIC City Development

The EPIC City development plans include over 1,000 homes, a school, retail spaces, parks, and a mosque. The project, which was purchased north of Josephine, Texas, near County Roads 850 and 695, had previously drawn criticism from state officials. In April, Governor Greg Abbott announced that a dozen state agencies were investigating potential illegal activities related to the project. Additionally, Texas Attorney General Ken Paxton initiated a separate investigation into the project’s potential ties to Plano ISD.

Reaction from Community Capital Partners

CCP expressed frustration over the ongoing scrutiny, with a representative stating that the project had become a target of political theater. “The consistent attacks and unwarranted investigations speak volumes about the state of politics and have little to do with our project, or our vision,” said the group. The development team emphasized their commitment to creating a safe and inclusive community, where people of all backgrounds, faiths, and cultures can coexist peacefully.
